Depending on where you purchased the iBook from, you probably will have 10.3 Panther installed on it. I did quite a bit of looking before purchasing mine (which ought to be delivered later today, actually) and most of the iBook G3 Dual USB's come with Panther.
As for wireless, to my knowledge (Working at an office supply store), most Linksys wireless cards/USB adapters are not compatible with the Mac OS. Actually, I don't know of any Linksys WLAN adapters that are compatible. Not to mention that AirPort itself is only good for 802.11b, and anyone who wants to use their Mac wirelessly outside of their AirPort Basestation's range (if applicable) will need an 802.11g compliant receiver.
